2011年《产业结构调整指导目录》高举清洁生产的大旗,吹响了放行草浆清洁生产的号角,树立合理利用非木材纤维资源发展制浆造纸工业新的里程碑。从中国国情出发强调多元化的原料方向,要千方百计将造纸工业的原料立足于国内,要珍惜难能可贵的草浆清洁生产新工艺,实事求是大力支持,自力更生,稳步推进合理利用非木材纤维资源发展制浆造纸工业,发挥政府的权威作用和社会主义制度的优越性,组织社会主义大协作,实现造纸强国之梦,使中国造纸工业成为国民经济十大产业甚至四大产业,成为国家的支柱产业,中国造纸工业会有更加辉煌的明天。
