概述了国内外图书情报系统的现状,从系统工程的观点分析陕西省图书情报系统当前的关键问题;认为要改变陕西省图书情报的落后现状,使其成为中国西部政治、经济、文化的总中心,为西部经济腾飞起到一个不可估量的作用,因此必须实现陕西省图书情报系统工程最优化方案。
