黑龙江省积极贯彻落实中央1号文件和中央水利工作会议精神,于2011年8月9—12日召开了全省水利工作会议,就加快水利改革发展进行全面动员部署;省发改委、财政厅加大政策扶持力度,出台了相应的政策措施,增加水利投入;各地积极响应中央和省委、省政府的号召,围绕农田水利、饮水安全、病险水库除险加固、灌区续建配套与节水改造等关系民生的水利工程,在白山黑水间掀起了一场大干水利的热潮。8月25—29日,水利部部长、党组书记陈雷率调研组实地考察黑龙江省水利工作,详细了解黑龙江省贯彻落实中央1号文件和中央水利工作会议精神情况,并与黑龙江省委、省政府座谈,共商进一步加快黑龙江水利发展大计。

From August 25 to 29, Minister of Water Conservancy and Party Leader Chen Lei conducted a field investigation of water conservancy work in Heilongjiang Province to learn more about the implementation of the document No. 1 of the Central Committee and the spirit of the Central Water Conservancy Working Conference in Heilongjiang Province. He also met with Heilongjiang Provincial Party Committee and Provincial Government Forum, discuss further to speed up the development of water conservancy project in Heilongjiang.
