本文对三峡150米至180米水位范围的11个方案,进行了防洪限制水位、死水位、防洪高水位(坝高)及装机容量等参数初步优化,使各方案具有相对的可比性。在此基础上计算了各个方案的防洪效益、发电效益、逐年的投资、运行费以及补充火电的燃料费等。通过贴现计算,据总现值最小的原则,优选出正常蓄水位170米(坝顶高程185米)方案。并进一步从防洪、发电、航运等综合效益,以及泥沙淤积、水库淹没、移民等制约因素进行综合分析与评价。
In this paper, 11 schemes such as flood control limit water level, dead water level, flood control high water level (dam height) and installed capacity of 11 schemes in the water level range of 150m to 180m in the Three Gorges Reservoir are preliminarily optimized so that the schemes are relatively comparable. On this basis, the flood control benefit, power generation benefit, year-by-year investment, operation fee and fuel cost for thermal power are calculated. According to the discount calculation, according to the principle that the total present value is the smallest, a plan of normal water level 170m (crest elevation 185m) is selected. And further from flood control, power generation, shipping and other comprehensive benefits, as well as sediment deposition, reservoir inundation, immigration and other constraints comprehensive analysis and evaluation.
