Liang Guobin joined the revolution in 1927, joined the Chinese Communist Youth League in 1928, and became a member of the Chinese Communist Party in 1929. During the revolution, served as Tingzhou municipal Party committee secretary, Fujian Provincial Department of Defense reconnaissance minister, special committee defending director, deputy director of the district council. During the war of resistance against Japan, he served successively as Director of the Longyan Office of the Southwest Fujian Provincial CPC Committee, Director of Military Law of the Jiangbei Command of the New Fourth Army, Director of the East Security Department of Huainan Road, Secretary of the Party Committee of the New Fourth Army, and Vice Minister of Defense of the New Fourth Army Political Department. During the War of Liberation, The defense minister of the Political Department, the deputy minister and minister of the social department of the East China Bureau of the CPC; Shanghai Solution
