11月21日是“11·15”特大火灾发生的第七天,也是中国传统殡葬习俗的“头七”之日。当天清晨起,市民自发从四面八方赶到火灾现场,用鲜花祭奠遇难者。事发大楼周边摆满了花篮、花圈、花束,失火大楼胶州路一侧拉起一条醒目的黑色横幅——“向‘11·15’特大火灾遇难者致哀”。为确保现场用火安全,消防部门指派专员到场监督,做到发现隐患及时消除,遇到险情及时处置,保证公祭悼念活动安全进行。
November 21 is the seventh day of the 11th “15th” extraordinary fire and the first “seventh day” of traditional Chinese funeral customs. Early in the morning, citizens spontaneously rushed to the scene of the fire from all directions and sacrificed their lives with flowers. The building was surrounded by flower baskets, wreaths and bouquets, and the Jiaozhou side of the fire building was pulled up with a striking black banner - “Commemorating the death of the victims of the 11.15” fire. In order to ensure on-site fire safety, the fire department dispatched a commissioner to the scene for supervision so as to find out the hidden dangers in a timely manner and promptly dispose of them in case of danger so as to ensure the safety of the public memorial service.
