改革的深化,冲击了传统的规划思维方式。本文从城市规划的社会过程的核心问题——利益制约出发,对规划适应商品经济体制、考察经济实力、调动公众参与、保持价值中立等问题进行思考,并由此提出若干对策性建议。
The deepening of reforms has impacted the traditional way of thinking in planning. This paper starts from the interest restriction of the core issue of the social process of urban planning, considers the plan to adapt to the commodity economic system, examines the economic strength, mobilizes the public participation, and maintains the value-neutrality. It also proposes some countermeasures.
