在中国近代沿海港口城市中,上海与大连城市规模最大,发展速度最快.其共性原因:有较长时间的局部安定环境,为工商业发展提供必要的保障;城市基础设施较为先进,为生产与生活带来诸多正效益;劳动力资源充足,有助于取得较低生产成本;文化教育及科研力量雄厚,满足城市发展对人才的需求.上海位置得天独厚,腹地广阔,交通方便,广泛吸收各国资本.大连先后为俄、日独霸,排斥非俄、日资本.但大连是自由港,进出口减免税制度有利于工商业发展.对这两个城市的比较,可能会对今日之改革开放提供有益启示.
Among the modern coastal port cities in China, Shanghai and Dalian have the largest scale and the fastest speed of development.The common reasons are: the relatively stable environment for a long time to provide the necessary protection for the development of industry and commerce; the advanced urban infrastructure, Life brings a lot of positive benefits; adequate labor resources, help to achieve lower production costs; cultural education and scientific research is strong, to meet the urban development of the demand for talent.Shanghai enjoys a unique location, vast hinterland, convenient transportation, extensively absorb the capital of various countries. Dalian successively controlled Russia and Japan and excluded non-Russia and Japanese capital, but Dalian is a free port, and the system of import and export tax reduction and taxation is conducive to the development of industry and commerce.Comparing these two cities may provide useful enlightenment for today’s reform and opening up.
