五一年全年工作中心仍为镇压反革命,继续贯澈政务院及最高人民法院关于镇压反革命指示;同时,在五○年的基础上,进一步建立与健全各种便利人民的工作制度。一、澈底清理积案,提高审判工作质量:一九四九年全年共收民刑案件二四、二一二件,一九五○年全年共收民刑案件二六、七四八件,略有增加。但五○年结案数为二七、九九六件,超过收案数,而且自十月份在市区内建立河北与河东区法院之后,收案数逐月减少,十二月份收案一、五五六件,为全年收案最低月份,相当三月份二十天的收案数。因此,积案问题已经不是严重问题,五一年应把积案问题求得在上半年基本解决。同时,配合积案的澈底清除,客观上就有条件进一步提高审判质量,要求把案件处理得更细致适当些,更澈底的解决纠纷,减少上诉。(一)加强案件的调查研究工作。一方面审判上在每一具体案件的
