本文针对多年来社会上特别是国家公务员队伍关于“高薪养廉”话题所存在的种种观念和议论进行实质剖析。对有代表性的两种似乎根本对立的观点即所谓“借鉴论”、“人性论”进行了批驳。指出了“两论”的现实危害。证明“两论”在本质上并无矛盾 ,都是错误的 ,不符合党的宗旨 ,不符合中国的现实国情。指出中国共产党人解决问题的途径和关键是十六大提出的“一靠教育 ,二靠制度” ,及牢记“两个务必”。
This article analyzes the various concepts and arguments that exist in the community over the years, especially the national civil servants on the issue of “high-paying and keeping fit”. The two seemingly diametrically opposed views of representativeness are criticized as “reference theory” and “human nature theory.” Point out the realistic harm of “two theories”. Proving that “two treatises” are not inherently contradictory is wrong and does not conform to the party’s purpose and does not conform to China’s realities and conditions. It points out that the solution and the key to solving the problem for the Chinese Communists are “one education, two relying on the system” put forward by the 16th CPC National Congress and keeping “the two musts” firmly in mind.
