我国作为正在发展的国家,沿用单一制国家结构、维护中央权力的集中和权威是十分必要的,它符合我国国情.在此前提下,全社会性的政策与法律的行政执行权和法律执行权,应该采用集权,以达到最大化的社会公平;而处理地方性事务和地方的公共产品供给的权力,应当下放给地方政府,以达到资源配置最优化。
As a developing country, it is very necessary for us to follow the structure of a single state and maintain the centralization and authority of the central power, which is in line with the national conditions of our country. Under this premise, the administrative and executive powers of all social policies and laws , Centralization should be adopted in order to achieve the maximization of social equity; and the power to deal with local affairs and local public goods supply should be delegated to local governments so as to optimize the allocation of resources.
