滨海湿地是我国一类重要的湿地类型,但由于近年来我国滨海湿地破坏严重,致使滨海湿地管理的现状极其严峻。造成我国滨海湿地管理陷入困境的主要原因有:滨海湿地保护法律体系不健全,滨海湿地的保护与开发利用失衡以及滨海湿地管理失范。文章认为建立健全的滨海湿地保护法律法规,完善滨海湿地保护相关法律制度,强化滨海湿地保护的行政管理,确保滨海湿地管理的多元主体参与是实现滨海湿地管理改革的有效路径。
Coastal wetland is one of the most important types of wetlands in China. However, due to the serious destruction of coastal wetlands in China in recent years, the status quo of coastal wetland management is extremely serious. The main reasons causing the coastal wetland management in China to fall into difficulties are: the imperfect legal system of coastal wetland protection, unbalanced protection and development and utilization of coastal wetlands and the management of coastal wetlands. The article holds that it is an effective way to establish a sound coastal wetland protection laws and regulations, improve the legal system of coastal wetland protection, strengthen the administration of coastal wetland protection, and ensure the multiple subjects participating in coastal wetland management to realize the coastal wetland management reform.
