邕宁县位于广西壮族自治区南部,是南宁市市辖县,全县共划分21个乡镇(15个镇6个乡4个开发区),1997年统计总人口为89.8万人,农业人口78.4万人,占总人口的87.3%。现有耕地面积7.53万hm~2,其中水旱田面积8.70万hm~2,畲地面积4.12万hm~2。粮食作物主要是水稻,其次是玉米,1997年全县粮食总产量为37.28万t;经济作物主要是甘蔗、花生等,1997年年产原甘蔗142.75万t,是广西主要产粮产糖县之一。1 水灾邕宁县地处郁江中下游,邕江从上至下贯穿该县的良庆、蒲庙、长塘、伶俐4个乡镇,流长83km是个洪涝灾害多发县。据历史记载,1881年邕宁曾发生过百年一遇的特大洪水,洪峰水位为76.70m(珠基,下同)。解放后,从1949年至1997年的48年间共出现12次较大
