在中国,目前仍有6500多万贫困人口,其中贫困母亲至少有1500万。贫困,不应属于母亲。1996年初,在全国政协八届四次会议上,王光美递交了“采取行动,救助贫困母亲”的大会书面发言材料,开宗明义地介绍了“幸福工程”：救助对象——贫困母亲；救助宗旨——治穷、治愚、治病；资金来源——向海内外募集；救助方法——小额低息或无息贷款直接到户,作为劳动启动资金,流动运作；组织落实——由各级计生委计生组织指导实施。
