随着九年制义务教育的推广和教育均衡的实施,各种新情况、新变化、新矛盾不断出现,影响小学生安全的因素越来越复杂,对学校的安全稳定带来前所未有的冲击。各级城镇在校小学生人数大幅度增长,校园社会化现象日益明显,校内及校园周边环境日趋复杂。学生来校途中发生意外事故、宿舍内财物丢失、打架斗殴事件等时有发生。大量事实说明,安全问题是学生在校学习经常遇到的问题。小学生在学校学文化、学知识的同时,学习掌握一些法律知识和安全常识,不仅可以做到在校期间避免收到伤害,还可以依靠法律法规的力量保护自己,并能同违法违纪行为作斗争,
