新中国成立初期，习仲勋任中共中央西北局第二书记，西北军政委员会副主席、代主席，主持西北大区全局工作。他在致力于西北地区党的建设、民主改革、经济建设的同时，在统一战线工作方面倾注了大量心血。1951年，他组织力量护送十世班禅额尔德尼·确吉坚赞返回西藏，为和平解放西藏做出了重要贡献。
