作为一个老式公房为主的小区,上海市仙霞社区几乎集中了所有老旧小区的治安管理难题:外来人口多,流动性强,管理难度大,与本地居民不相容;居民安全防范意识差;房屋陈旧,物防、技防设施落后;邻里矛盾多;刑事案件时有发生,等等。依靠传统的家庭自防和社区巡逻等形式,已不能满足社区平安建设的需要,迫切需要新的抓手、新的理念、新的工作方法。
As an old public-dominated residential area, Shanghai Xianxia Community focuses almost all public security management problems of old communities: large population, strong liquidity, difficulty in management and incompatibility with local residents; poor awareness of residents’ safety precautions ; Outdated houses, physical defense, anti-technology facilities; neighborhood conflicts and more; criminal cases have occurred, and so on. Relying on the traditional forms such as family self-defense and community patrolling can no longer meet the needs of safe community construction, we urgently need new starting points, new ideas and new working methods.
