我国新时期的改革开放与社会经济发展,无论在理论上还是在实践中,均表现出这样一种逻辑选择:加快社会经济发展速度,提高国民经济发展的整体素质——选择新的经济增长方式——选择新的经济管理方式——深化经济体制改革,构筑新的体制基础。把这一选择顺序倒转过来,则通过“两个根本转变”来实现我国跨世纪社会经济发展的战略决策,目前已取得了广泛的共识。相对来说,对体现这两个转变之间有效衔接,并在操作意义上推动和保障经济增长方式转变的经济管理方式转变问题,却未引起足够的重视和研究。本文拟从理论、历史和现实的角度,对经济增长方式转变所依托的管理条件,经济增长方式转变与经济管理方式转变的内在联系作出必要的理解。
In the new era of China’s reform and opening up and social and economic development, both in theory and practice have shown such a logical choice: speeding up the pace of social and economic development and improving the overall quality of national economic development - choosing a new mode of economic growth - Choosing a new mode of economic management - Deepening the reform of the economic structure and building a new institutional foundation. In reversing this order of choice, the strategic decision to achieve cross-century social and economic development in our country through “two fundamental changes” has reached a broad consensus so far. Relatively speaking, there has not been enough attention and research on the transformation of the economic management mode that shows the effective connection between these two transitions and promotes and ensures the transformation of the mode of economic growth in the operational sense. This article intends to make the necessary comprehension to the internal relations of the management conditions, the transformation of the mode of economic growth and the transformation of the mode of economic management on the basis of theory, history and reality.
