作为北美发达国家的加拿大,其法律起草具有其特色,它有别于议会程序,且可细分,而且不同的机构和组织可同时对一部法律进行起草,其法律的修改是开放性和动态性的。同时,加拿大的双语性和双法系性须在法律起草的过程中得以完全体现。加拿大法律起草的特点说明,一国中法律统一就如此艰难,法律全球化更是难以企及的目标。
As a North American developed country, Canada’s law drafting has its own characteristics. It is different from the parliamentary procedure and can be subdivided. And different agencies and organizations can drafting a law at the same time. Its laws are open and dynamic Sexual. At the same time, Canada’s bilingualism and dual legal system must be fully reflected in the legal drafting process. The characteristics of the law drafting in Canada show that the unification of laws in a country is so difficult and the globalization of law is even more unattainable.
