每当逢年过节的时候,人们总能在新闻上看到各级领导向特困户“送温暖”的报道。凭心而论,领导干部进百姓门,解千家难,暖万家心,为生活有困难的群众送钱送物,的确是件大好事,理应大张旗鼓地宣传。但在依法治国已成为基本国策的今天,如果有宪法的精神对这种一年一度的“送温暖工程”进行一番审视的话,则有另外的说法了。
Every year when the holidays, people can always see in the news leaders at all levels to the destitute households “send warm” coverage. In all fairness, it is indeed a good thing that leading cadres go into the ranks of people, solve difficulties, warm hearts and give money to the masses who have difficulties in life. It is indeed a good thing that they should propagandize in a big way. However, if the principle of governing the country by law has become the basic national policy, if there is a constitutional spirit that gives some scrutiny to this annual “warm-air-warming project,” there is a different view.
