设计评审是有计划、有组织、有准备、有结论的一种正规审查程序,是科技管理的重要活动。应将设计评审纳入研制计划,在时间上予以保证,作为分阶段实施质量管理的监控点。为此笔者认为,应相应改变传统的按年度拨款办法,将科研拨款办法与设计评审一致起来。在实行经济承包的单位,主管部门对院、院对所、所对室(项目组)可试行分阶段评审、分阶段批准设计、分阶段归档、分阶段拨款的办法,用以强化经济、技术、质量责任制的贯彻实施。这就要求在合同中明确提出阶段评审要求,阶段拨款办法。待前一阶段评审通过后,经批准资料归档后,才能付给下阶段研制经费。作为承制单位将质量评审与单位和个人利益结合起来,将质量评审与分阶段计奖挂钩,采用阶段记成果,阶段奖励的办法,以此调动单位和个人的研制积极性。
