政策之伤:一把手“议行合一”的党委领导体制,使党内的决策权、执行权集于党委一身,造成党内权力配置失衡。党委既是决策机关又是执行机关,同时党内监督机关也在其领导之下,集党内三权于一体的党委,成了一级党组织中的唯一领导机关。在这样一种领导体制下,党内权力实难平衡,党内民主实难发展,党内监督实难进行。
