清代北方官办乡约多依托甚至按照当地的其他基层社会组织设置,或将单级制乡约发展为多级制乡约,从而为乡约的行政组织化奠定了组织基础。乡约行政组织化后,乡约长以外直接为讲约服务的各种约职逐渐淡出历史舞台,乡约长的选任条件也经历了由高到低的演变,乡约长为了办理公务而不得不开始向民户摊派各项费用,乡约所则出现了兴废无常和复杂多变的情况。可见,清代北方官办乡约的组织形式与职能的变化关系很大。
