总队政委祁国湘在1995年工作报告中谈到,在新的一年,全省消防部队要在各级党委、政府和公安机关的领导下,以党的十四届三中、四中全会和小平同志新的期军队建设思想为指针,以服从和服务于经济建设为出发点,以提高部队战斗力和消防监督质量为目标,进一步巩固《纲要》建设成果,深化训练改革,开展争先创优,强化执勤训练和加大执法力度,力争全省消防部队建设和社会化消防工作更上新台阶.一、坚持党委议“军”,保持训养一致,努力提高部队的灭火战斗能力.——以战斗力为标准,确立执勤训练的中心地位.总队决定在全省消防部队开展创执勤先进单位活动,并将在湘潭支队进行正规化执勤训练和管理教育试点,于6月份召开军事工作现场会.
