【正】当前,相当企业资金总量不足,负债率高,资产质量差,加上巨额的相互拖欠,加剧了资金周转困难。据统计,全国工业企业应收未收帐款净额已达8000多亿元。因此,清理企业相互货款拖欠,建立制约拖欠机制,已是经济活动中一个迫切解决的重要问题。造成拖欠这一现象的主要原因,就是企业间正常的经营往来缺乏规范化的商业信用,信用活动放任自流,信用关系不讲信用,对违反信用的行为缺乏有效的法律评判制约机制。解决这一顽症的根本出路在于发展规范化的商业信用,以《票据法》为基础,遵循市场经济规律,发挥政府的调控职能,银企密切合作,
