2016年,在我省法治建设史上具有里程碑意义:我省地方立法进入新阶段。根据立法法规定和常委会作出的决定,我省设区的市、自治州从2016年1月起开始制定地方性法规。省人大常委会精心指导,把加强市州立法能力作为重点,采取专业培训、出台指导意见、提供立法条例示范文本、安排市州立法人员到常委会法规工作机构挂职锻炼等措施,指导市州加强立法基础条件和能力建设。
In 2016, the construction of law in our province has a milestone in the history: local legislation in our province has entered a new phase. According to the provisions of the Legislation Law and the decisions made by the Standing Committee, local municipalities and autonomous prefectures that set up districts in our province started to formulate local laws and regulations from January 2016 onwards. Provincial People’s Congress, meticulously guide the legislative efforts to strengthen the state as the focus of legislation to take professional training, the introduction of guidance, to provide model texts of the Legislative Ordinance, arrangements for state legislature to the Standing Committee of law and order work institutions and other measures to guide the city to strengthen Legislative basic conditions and capacity building.
