目的研究建立云南省肿瘤放射治疗资源三级配置和区域医疗网络协同质量控制体系。方法查阅国内外放疗资源科学配置标准、相关资料,对云南省放疗资源现状进行调查,综合考虑云南省社会经济发展、医疗服务需要等因素,进行比较性分析。结果云南省放疗机构区域分布不合理,治疗设备人均拥有量严重不足,云南省16个地州,8个地州无放疗机构、设备,现有单位、设备和工作人员结构、治疗频率、技术等放疗资源均远低于全国平均水平;云南省每年约4.5万肿瘤病人新发,全年接受放疗总人数不超过0.4万人,严重阻碍着放疗工作的发展。结论云南省要创新思路,优化放疗机构布局,建立三级配置;加强对现有放疗单位管理,充分整合从业人员、设备和技术资源,建立区域医疗网络协同质量控制体系,实现资源共享,统一质量管理和控制,提供监督与评价,大幅度提高放疗水平、应用水平,有效控制和降低医疗服务成本。
Objective To establish a three-level configuration of resources for radiation treatment of cancer in Yunnan Province and a collaborative quality control system for regional medical networks. Methods To investigate the status quo of radiotherapy resources in Yunnan Province by referring to the scientific configuration standards and relevant data of radiotherapy resources both at home and abroad and making comparative analysis considering the factors of social and economic development and medical service needs in Yunnan Province. Results The distribution of radiotherapy institutions in Yunnan Province was irrational and the per capita possession of treatment equipment was seriously inadequate. The structure, treatment frequency, technology and so on of radiotherapy institutions, equipment, existing units, equipment and staff in 16 prefectures and prefectures in Yunnan Province Radiotherapy resources are far below the national average; Yunnan Province, about 45,000 new cases of cancer patients each year, the total number of people receiving radiotherapy throughout the year does not exceed 0.4 million, a serious obstacle to the development of radiotherapy. Conclusion Yunnan Province should innovate its thinking, optimize the layout of the radiotherapy department and establish a tertiary configuration; strengthen the management of existing radiotherapy units, fully integrate the employees, equipment and technical resources, set up a collaborative quality control system for regional medical networks, and achieve resource sharing and uniform quality Management and control, provide supervision and evaluation, greatly improve the level of radiotherapy, application level, effectively control and reduce the cost of medical services.
