“中部崛起”是续接“三农”问题的顺势而为,契合着稳定中国政治经济局势的时代命题,且与建设和谐社会的意旨相合拍。中部崛起的政治意义大于经济意义。中国在WTO语境下的区域政策,将以普惠制为取向。希望中央给予中部诸多特殊的优惠政策,似乎不太现实。“中部崛起”, 既不是一个不能充饥的画饼,也不是一块大得大家都能吃饱的面包。它就像一个动员令,发起的是一场声势浩大的动员大会。得以鼓舞的士气,以及自我拯救的反思,或许才是动员大会真正有益的收获。
The “Rise of Central China” is a continuation of the “three rural issues” and is in keeping with the times proposition of stabilizing the political and economic situation in China and in line with the intention of building a harmonious society. The political significance of the rise of Central China is greater than the economic significance. China’s regional policy under the context of WTO will be based on the GSP. It seems unrealistic to hope that the Central Government will give many special preferential policies to the Central Government. “The Rise of Central China” is neither an unpleasant cake nor a bread that everyone can eat. It is like a mobilization order, launched a massive mobilization meeting. The morale encouraged and the reflection on self-salvation may be the real reward for mobilizing the General Assembly.
