在当前中国经济转型中,由于资源禀赋的构成,农业依然是国民经济的基础。土地也依然是农民、农业和农村最值得信赖的支撑。当前宁波农村土地利用呈现出从封闭型向开放型、从单一型向多样型、从数量型向经济型的发展趋势,尽管取得一定的成绩,但也暴露出农地流转的无序性、农地使用的随意性和农地经营的功利性等诸多问题。作为经济发展较快的沿海城市,宁波理应高度关注农村土地的利用现状,发现农村土地利用的问题,结合现有法律制度予以规范,从而促进经济的可持续发展。
In the current economic restructuring in China, due to the composition of resource endowments, agriculture is still the foundation of the national economy. Land is still the most trustworthy support for farmers, agriculture and rural areas. At present, land use in rural areas of Ningbo shows a trend of development from a closed type to an open type, from a single type to a diversified type and from an quantitative type to an economical one. Although some achievements have been made, Arbitrary use of land and utilitarian land management and many other issues. As a coastal city with rapid economic development, Ningbo should pay close attention to the present situation of rural land utilization and find out the problem of land utilization in rural areas, and standardize the existing legal system so as to promote the sustainable development of economy.
