“两会”期间,财政部新闻发言人在互联网上解读《关于2012年中央和地方预算执行情况与2013年中央和地方预算草案的报告》时,提及媒体关于财政预算问题的减税观(大幅减税)、增支观(大幅增加支出)和控制观(严格控制支出、赤字和债务)。认为三者相互制约,处理不当会顾此失彼,使国家的财政经济面临较大风险。细辨三者,笔者认为坚守控制观才是预算管理的真正“王道”。把重要的事情放到首位:预算控制
