目前我国产业呈现出梯度转移的特点，正在由东部沿海地区向中西部转移。面对这一历史性机遇，西部地区要立足于比较优势，加强东西部经济协作，在区域发展战略和产业规划的指导下，做好产业转移和承接工作，从而提升西部产业实力及竞争力，促进西部地区经济较快增长，实现我国区域经济的协调发展。
