面对水利行业的现状,我们必须从根本上改变落后的投资管理体制,调整投资结构,以适应社会主义市场经济体制下对水利改革与发展的要求。 在当前国家投资体制改革还没有把水利投资全部收走的情况下,抓住这个机会,把有限的资金,结合水利建设,扩大投资领域,利用国家现有的政策,对已有企业或新办企业、实体进行扶持。即有偿无偿相结合;水利建设与实业开发相结合。使水利建设在有限的时空中尽快壮大并增强实力,以达到真正能适应市场经济的要求,而要做到这点,其根本的一条则需要我们解放思想、更新观念,勇于实践。
