对财政工作而言,能否以科学发展观统揽财政工作全局,不仅决定着财政工作的发展成效,对一方经济发展的影响更有着至关重要的作用。财政部门只有自觉地按照科学发展观的要求,进一步更新理财观念,转变理财方式,提高理财水平,才能构建起适应社会主义市场经济发展要求的公共财政体制。
