西固区地处兰州市西郊,是“一五”期间国家重点投资的大型石化工业基地之一。全区总人口79.4万,其中城市人口21.9万。辖8个乡、9个街道办事处、50个村民委员会、139个居民委员会。近年来,区委、区政府坚持“两手抓,两手都要硬”的方针,走“区域共建,城乡联动”的路子,有效地推动了经济建设和社会主义精神文明建设的发展。1993年以来,先后获得国家和省、市级奖励和荣誉称号300多项,被中共甘肃省委、省人民政府命名为“精神文明建设先进区”。一、坚持区域共建,走适合自身特点的两个文明建设新路子
