道德和政府公共决策有着深刻的内在联系。道德构成政府公共决策的重要基础,它影响公共决策主体和公共决策客体的活动,渗透到公共决策过程的各个环节。这表现在道德是政府公共决策权力的一种制约机制;是政府公共决策过程的一种调整机制。公益、正义和责任是政府公共决策的道德基础的具体表现。
Moral and government public decision-making has a profound internal relationship. Morality constitutes an important basis for government public decision-making. It affects the activities of public decision-making bodies and public decision-making bodies and infiltrates into all aspects of the public decision-making process. This is manifested in that morality is a restriction mechanism of government’s public decision-making power; it is an adjustment mechanism of government public decision-making process. Public welfare, justice and responsibility are the concrete manifestation of the ethical basis of government’s public decision-making.
