执法,是指国家行政机关的公职人员依法行使管理职权、履行职责、实施法律的活动。本文所讨论的执法是比较宽泛的概念,既包括行政执法,也涵盖行政管理。魅力执法,顾名思义,即是受到行政相对人欢迎的执法。一、魅力执法理念的提出魅力执法,是执法者在严格遵循法律规定的前提下,进行的理性化的、人性化的执法行为,其基本内涵是严格执法、规范执法、公正执法和文明执法。魅力执法是全新的执法理念,这一理念的提出主要基于以下几个方面的考量:
