我国物业管理实行业主自治和物业管理公司专业管理相结合的原则,而海南由于其地域的特殊性,出现了业主大会成立难、开会难、业主委员会选举难、更换难等业主自治难的问题。需要从加强小区公共管理,确保业主自治的选举工作、健全物业管理机制,保障业主合法权益、明确重要条款,规范业主自治、提供宣传及援助,推动业主自治几个方面来完善。
Property management in our country combines the principle of self-management by owners and professional management by property management companies. However, due to the particularity of its geographical area, Hainan has encountered such problems as difficult establishment of owners ’meetings, difficulty in meeting meetings, difficulty in selecting owners’ committees, difficult replacement of owners, and difficulties in self-management of property owners. It needs to be perfected in several aspects such as strengthening community public management, ensuring the election of owners autonomy, perfecting the property management mechanism, safeguarding the legitimate rights and interests of owners, clarifying important clauses, regulating owners ’autonomy, providing publicity and assistance, and promoting owners’ autonomy.
