关于清末的地方自治思潮与地方自治运动,已有一些专文作过论述,但大多限于从立宪派、革命派以及资产阶级的角度加以探讨,对清政府的地方自治政策及其影响,则迄今未曾涉及。实际上,地方自治在清末的最后几年已成为清政府的一项重要国策,而且地方自治普遍推行于全国各地,也是在清政府由上及下的倡导之后。因此,全面研究清末的地方自治,不能忽略清政府地方自治政策的实施及其所产生的影响。本文即拟对此作一初步考察。
