接中央人民政府财政部(53)财行范字第二七号通知,发来「大行政区及其以下各级人民政府一九五三年行政经费开支标准」及华北行政委员会三月十一日行财韩字第十一号通知的关于本标准的几项具体规定。兹根据上述两项规定加以合并并略加补充印发,自一月份起执行。为便于结束在本标准未下达前各项借支经费手续,兹将有关问题规定如下:一、一至三月份公用开支部分已按旧标准开支者(如本省境内出差住勤费、过节费(新年、春节)及小伙食单位伙夫补助费等)不退,其它部分及个人部分一律以新标准执行,应补的补给。二、生母无奶婴儿保育费,依中央规定,由家属补助费内解决,为此过去已批准者应从四月份起一律停止,凡过去及今后生母无奶者,得经本机关首长(区级应报县批)根据其工作历史与家庭经济情况酌情批准由家属补助费内补助之。
