充分利用低热值燃料,是我国能沅政策的一项重要内容。华国锋同志多次指出:“为了加快建设速度,必须大力利用低热值燃料。要大量利用煤矸石、石煤,要利用南方的石煤发电,要搞沸腾炉,这个问题很重要。”这就大大地加快了我国低热值燃料的勘探、开发和利用,并创造了许多好经验,提出了不少新课题,除了专门的科学技术问题外,也包括许多经济和技术经济问题。
