东兴证券近日发布研究报告,对新版《机动车强制报废标准规定》的出台给予点评,并就其为报废汽车拆解行业及循环经济产业带来的发展机遇进行分析。报告表示,在此次《规定》出台之前,我国并没有系统化、完整化的机动车报废标准。前期国内机动车报废基本依赖于1997年经贸委修订颁布的《汽车报废标准》,后续根据国内机动车报废的实际情况于1998年、2000年对报废标准进行修改,加上针对农用车和摩托车的相关标准构成了我国机动车报废的政策体系。没有统一的报废规定,而且在较长时间内没有对相关政策内容进行修订,成为我国初动车报废严重滞后的主要原因之一。
