年过古稀的柯永泰,解放战争时期参加革命工作。离休前担任茂名市鉴江流域水利工程管理局党委书记、局长。离开领导岗位后,他心系故园,偕同妻子回到了阔别50多年的故乡——茂名市公馆镇旧村益智山定居,并担任了茂名市老促会理事、茂南区老促会名誉理事长。柯永泰热心老区建设,关心下一代,最近又被群众推选为革命老区旧村小学改造工程领导小组组长,他与堂弟柯永达(离休干部)配合村委会干部和学校领导,全力投入旧村小学改造工程,受到人们赞扬。旧村小学建于上世纪80年代中期,土法上马兴建,质量差,现在已变形墙裂。经房产部门鉴定属D
