人的全面发展受制于社会政策、制度环境。一个和谐、宽松的社会环境和自由、民主的政治环境是人的自由全面发展不可缺少的外部条件。从整个人类发展史看,人的发展程度与人的自由度密切相关。人的自由度越大,人的发展速度就越快,发展程度就越高。民主制是人的全面而自由发展的政治环境。民主的进步在于提高个人的实际自由、首创精神和自发品质。没有民主就不可能有真正意义上的人的自由而全面发展,培育民主思想,建立民主制度是推动人的自由全面发展的重要途径。
The overall development of people is subject to social policies and institutional environment. A harmonious and relaxed social environment and a free and democratic political environment are indispensable external conditions for the free and all-round development of mankind. From the entire history of human development, the degree of human development is closely related to the degree of human freedom. The greater the degree of human freedom, the faster the rate of human development and the higher the degree of development. Democracy is a comprehensive and free-flowing political environment for man. The progress of democracy lies in enhancing the actual freedom, initiative and quality of individuals. Without democracy, there can be no free and all-round development of human beings in the true sense. Cultivating democratic ideas and establishing a democratic system are important ways to promote the free and all-round development of human beings.
