引言 1985年9月五国政府首脑会议和日元大幅增值之后,日本政府把大力促进海外直接投资作为它的一项政策指导方针。为了促进各企业,特别是中、小企业(资金在1亿日元以下或工人数不到300的企业)的海外直接投资,通商产业省做了各种准备。据通商产业省估计,到1987年底,中、小企业的海外直接投资将会增长50%,而大企业只增长10%。因此八十年代日本将出现一个以中、小企业起较大显著作用的海外直接投资
Introduction Japan’s government made vigorous efforts to promote overseas direct investment as one of its policy guidelines after the summit of the five governments and the substantial appreciation of the Japanese yen in September 1985. The Ministry of International Trade and Industry has made various preparations to promote overseas direct investment by various enterprises, especially small and medium-sized enterprises (those with a capital of 100 million yen or less). According to the estimates of the Ministry of International Trade and Industry, by the end of 1987, overseas direct investment by SMEs will increase by 50%, while that of large enterprises will only increase by 10%. Therefore, there will be an overseas direct investment (FDI) in Japan in the 1980s that will play a larger and more prominent role for SMEs
