产权市场对于盘活国有企业存量资产,促进企业资产经营规模与组织结构合理化,国有资产管理部门要强化国有资产产权管理,促进经济结构调整具有重要作用。我国产权市场还很不发达,存在诸如:产权关系尚未理顺,中介机构运行不规范,有关法律法规不健全,市场结构不合理等问题。提出培育和完善产权市场的基本措施:加速构建市场经济体制,推进市场要素的市场化;积极发展无形资产市场;健全有关产权市场法律法规体系等。
The property market plays an important role in activating the existing assets of state-owned enterprises, promoting the scale and organizational structure of enterprise assets and state-owned assets management departments to strengthen the management of property rights of state-owned assets and promote economic restructuring. China’s property rights market is still underdeveloped. There are such problems as the property rights relationship has not been straightened out, the non-standardization of intermediary agencies, the imperfect laws and regulations, and the irrational market structure. Put forward the basic measures of cultivating and perfecting the property right market: accelerate the construction of a market economy system, promote the marketization of market elements, actively develop the market of intangible assets, and improve the laws and regulations on the property rights market.
