(一) 科学技术是第一生产力,科学技术工作必须面向经济建设,经济建设也必须依靠科学技术,这已被实践所证实。科技成果本身并不是生产力,只有当它向生产领域转化,才能成为生产力。一切生产经营离不开资金,科技成果转化为生产力同样也需要资金。在国家的财政拨款有限的情况下,金融支持科技长入经济,运用银行信贷杠杆促进科技成果转化为现实的生产力便成为连接科技与经济的桥梁和纽带。江泽民总书记在国家科学技术奖励大会上指出:“金融部门要努力解决科技
