罗宪志的“建设学习型党组织应强化干部的理论修养”一文指出,当前,为了贯彻落实党的十七届四中全会提出的“建设马克思主义学习型政党,提高全党思想政治水平”的要求,中共中央办公厅印发了《关于推进学习型党组织建设的意见》。《意见》要求党员干部应深入学习马克思主义理论,学习党的路线方针政策和国家法律法规,学习党的历史,学习现代化建设所需要的各方面知识,不断提升学习能力,不断提高知识素养。这是党中央在新时期新任务新形势下推进党的建设的重大举措。而强化理论修养,则是构建学习型党组织的重中之重。
