为吹响“将招商与培育本土企业相结合”的改革号角,许多的县市、开发区在进行资源整合的时候,一方面根据自身独特的自然资源优势进行分类、分项、有选择地进行招商,另一方面也要必须保证招商与培育更加和谐的发展,以使该地区经济的发展与城市的进步相一致,开创出一个向外大力招商,向内加大培育的新型发展模式。
