In 1992, Comrade Xiaoping inspected Shanghai and put forward the requirement of “changing the course of the year and making a big change in three years” to the people in Shanghai. The 14th CPC National Congress explicitly demanded that “taking Shanghai’s development and opening up in Pudong as a leader, further opening up the cities along the Yangtze River and establishing Shanghai as one of the international economic, financial and trade centers as soon as possible to drive a new leap forward in the economic development in the Yangtze River Delta and the entire Yangtze River valley.” In the past two years or so, the Shanghai municipal government, in accordance with the requirements of the Central Party Committee, the State Council and Comrade Xiaoping, has firmly grasped the center of economic construction and deepened the reform.
