当前,由于受计划经济与社会主义市场经济两种体制转轨的影响,医院的公益性、福利性与市场的经营性相互撞击,导致医院发展举步艰难。医疗服务有市场,但医院又不能完全进入市场,而计划经济体制下的补偿机制又不健全;一是政府投入不足,二是医疗收费不能按成本核算。结果造成医院经济上入不敷出。 现状对医院管理者提出了挑战,改革蕴育着发展的机遇,如何主动适应当前市场经济的大环境,笔者就以下几点思考与大家共同探讨。
At present, due to the impact of the transition of the planned economy and the socialist market economy, the public welfare of the hospital and the welfare of the market collide with the market’s business performance, resulting in difficult development of the hospital. There is a market for medical services, but hospitals cannot enter the market completely, and the compensation mechanism under the planned economic system is not perfect. First, there is insufficient government investment, and second, medical fees cannot be accounted for by cost. As a result, the hospital was unable to make ends meet. The status quo challenges the hospital administrators. The reforms foster the development opportunities. How to actively adapt to the current environment of the market economy, the author will discuss the following points with you.
